I started the design with the plan in Autocad using the Nighthawks cafe painting by Edward hopper as inspiration in the center of the level Using some reference images,then I started drawing the streets and alleys with proper dimensions, then I started modeling in 3ds max and exported the models to unreal Engine then I started adding materials and lights
